Most fans would admit he's an antihero instead of a villain, which Star Wars desperately needs. He brings out the best traits of what a good moral Empire could/would be if Palpatine had not made it so evil alongside Tarkin. It's the difference between the German Empire & Hitler's ideological regime in the 20th century versus the New Republic that repeats the mistakes of the Old Republic.
