isaac , you should tell your customer that those windows are bad and not accept to install them those windows are really small and look very bad. as you showed the original window height was good. You can still fix those windows ..let your customer take the cost its better than living in a bad house

Too small windows and the house need enough light. The welder should be jailed for shoddy work.
