not being able to scrape when holding a shield is intentional, it used to scrape the copper but it changed to block with the shield instead, because if you were using an axe as your main weapon with a shield; instead of blocking it would spam scrape all the copper, which was much more annoying.

Now, you can crouch to reverse the priority (so that it'll scrape instead of shielding).
