People have tried. FTR, I've seen people ride on waves more than five hundred feet high that are merely tidal surge waves caused by violent changes in ocean current and windshear. A lot of these waves don't curl under themselves, so riding them is as simple as keeping above the crest until you come off the back end. It's *_wake surfing_* at high altitude, really.
