Well, SV currently (not nat dex) has less Pokemon than DPP/BW which were the first usage based tier, so idk if it's an amount type of thing. The low tiers are just SUPER unpopular. If you look at any given time 100+ battles for OU happening. But if you look at UU or below, it's legit like 8 or 9 even at peak hours. Like gen 9 UU has the same amount of players as gen 4 OU on ladder as I comment this. Shit's wack lol.
