Do you apply this on damp skin or dry skin?

Do you apply moisturizer once it gets dry or damp??

I usually follow a skincare routine after applying mists, first I let the product sit in the skin till they're are well absorbed and then I apply the following steps (essence, serum, moisturizer, etc..). And through the day if I need it I reapply the mist toner again✨.
