I usually wait until there are less than 10 cards left, shuffle the discard pile and put the unused cards on top.

Haven't played this game but I'm going to side with James simply because you're all picking up the cards to put into your hands 2 at a time. It doesn't affect anything to start shuffling the discard pile with only a few (less than 8) left in the pickup pile.
