Mihnea Zaharia healing an arm and healing other wounds are different things, sure he's healed deadly wounds but those have never had to have him replace and entire limb. The issue is we don't know if his healing oilers are that strong and they might not be good enough to bring back all of the flesh and bone that would be needed to bring back an arm.
