As far as I know, the joke is that Kami's Lookout has full square tiles running all the way to it's circumference, but the reality is that the tiles on the border are cut to fit the shape of a circle. I recall seeing cut tiles during the Buu arc, whenever a person on the lookout was observing Earth. TL:DR: Popo really was just tripping on LSD.
