Because out of all the people he killed that day, Sephiroth decided to give her the most superficial cut possible even though he was directly in front of her. He described it like: "she must be a main character".

sorry But NO I Dont Like How Tifa Was Treating Cloud That Way He Seen His Village Being Burned Down People He Loved Killed And Thought Tifa Died He Was Mentally Mindfucked By Sephiroth And Carried That PTSD With Him Throughout His Whole Life Saying He Let Everybody Down And Couldn't Save Anyone Cloud Is Only Pushing Tifa Away Was Because He Did Not Need What Happened In His Village Happen Again There's Nothing Wrong With His Rationality He Was Just Being Cautious And Thinking About Tifa Safety He's Keeping Her In The Dark For A Reason
