It works with a count-down that is communicated with flags from the start-boat. I think they have a flag for 3 minutes and another for 1 minutes to go or something like that. Every sailor has a count-down watch on his arm that he needs to synchronize with the change of flag-color. So when the last flag is changed, every rider can see on his watch how any seconds are left until he is allowed to cross the start-line. I think they also have a spoken countdown in their ear-piece.
