He went too far just to make a Public Service Announcement. This is almost completely stolen from what Chip Foose's crew did on the TV Series Overhaulin'. They would prank steal a car and keep it for a certain amount of time and then give it back to the owner. However, when a car got Foosted, it was in full nonrunning project mode and when they gave the car it was a finished, (Sometimes almost finish but got it after it was finished just to make a scheduled onscrene reveal.) car with brand new everything. In this case, the car came back as is as it was when it was "stolen". Signed-Richard.

There is no wait period to report a stolen vehicle. As soon as you know your car is stolen report it to the police. However, before contacting police, check with your parents {friends/SO} to see if they have moved the car or are using it first. Once you know it is indeed theft, then contact police and your insurer immediately. There's a processing period for your insurance company to right it off as a loss and that varies from company to company.

I believe he meant there’s a wait period to report a stolen car before it is considered unstolen. If you wake up and see your car is missing call the police right away. If you see someone steal your car in front of your eyes call the police. I have a friend that does landscaping, he was at a house in Cleveland and saw someone pulling door handles on cars in the street. He was in a black bmw and got the license plate number. He didn’t call the police right away since he was busy with a customer’s house. 2 hours later he called the police and the police said “it happened too long ago doesn’t matter if you got his plate, this information is useless.”
