The only time I've seen those cars at 15:40 was when I went to comic con and also just certain car shows. That is because I was in Japan though and having fully decorated and themed cars for an anime character is something people do in Japan. Most of the time you will only see a few stickers on cars that you see every day and fully decorated cars are mostly for car shows.
