Took quite a while for me to work out and would take a while to discuss it here, but the short version is that I layered a bunch of specific effects on top of each other in REAPER, where I usually make my Dalek voices and other sound projects. I'll do a tutorial on it at some point, probably the next one I do due to the amount of requests I've had for it, aha.
