Technically, it is illegal. When my fam was learning to drive, it was strong, discouraged to keep from using your high beams unless it's a must (even then, use it sparingly). In this case, these paps not only holding the celebs hostage by blocking their cars, they are flashing them with the intentions to stun which should any of these celebs have an aptitude for sezuires it could end real bad. It's also bad if these celebs have anxiety or emotional problems/personal problems cuz these paps will/have/want to cause a breakdown or attack.
