It will be the frame rate of the camera causing the effect mostly, same as when helicopter blades look stationary on camera, but you will never see that effect in real life.

Regarding the ash tray, they use these in my country in bars and it supposed to say that you can only toss in things that come with your drink. For example you can toss in used sugar packages of tea filters, plastic spoons etc, but you are not allowed to smoke or use them for cigarettes. That way even thou you have an ash tray on the table you are reminded that smoking is prohibited there and if you decide to break the rule you can not put cigarettes in there or the ash. This should discourage rule breakers, but you can always see someone putting ash in his-hers hand. A little punishment for not following the rules.

I was born in 1993 and I remember some of these, or at least spinoffs or the concepts. I remember I had a rattler as you call them, and it was inside a brown paper bag with the outside text being something like "Spider eggs", so people would get curious when it was lying on my desk and get a fun little surprise when they opened it.

My mother had a toy that she would barely let me play with. It was a little sealed glass bottle or ampoule and inside was a liquid of some sort. She kept it in a little padded box. And when you would hold it in your hand, the liquid inside would boil. I haven't seen anything like it since. Of course now as an adult I realize that the liquid inside was simply ether or some other low temperature boiling substance but that is an interesting toy.
