if you come from a non-eu country, yes. it can go up to 3000 but there are still universities that doesn't charge differently for countries. you really have to search one by one and because of the coronavirus going on, some universities understand that it's hard to pay the fees so they also doesn't charge much (probably just for 2020-2021 but who knows lol). i hope it helps :)

A decent amount of ppl in Paris know English, but not everyone. If you’re going to be living in a more residential less touristy area, your even less likely to find a lot of English speakers. Learning some basic conversational phrases will get you much father and will make life easier for you in general while in Paris.
