I want to buy a flat and it's super built up (covered area+balcony+common and parking area)is 1220sqft.It is RERA Registered and rate is 3400 per sqft. So 3400×1220=4148000. And when I said according to RERA it is to be sold on carpet area he said ok carpet area is 717sq ft and then rate will be 4148000÷717=5785 per sqft. So sir i want to know that is he saying true.

The mandate of RERA is to sell the flat in carpet area only , no super area or any other concept. Rest factors are to be determined by the market factors.

Please have more clarification on the ownership of the land and other issues. If the map has not been sanctioned then there might be some defect with the title as well.
