Title IX: New Sexual Harassment Regulations

I don’t understand title nine if a particular individual rapes another individual the first individual don’t get in trouble? Just because that individual could be a transgender could be a gay could be a minority none of that could come up, but any of those people could rape heterosexual and there’s no consequences. And now every elementary teacher all these teachers that quit and now they just got replaced by people off the street any of those can molest a child and school is not gonna do anything about it.? the only way to have anything happen because title don’t really do anything grievance claim against rape they actually have to go to the actual law department, the police department, and the real law to come arrest a teacher. You can’t be a transgender or a child molester and just be able to victimize people in your school and rape them and sexually seldom and just be able to walk around free title nine is not real law kind of hearing possibly if you don’t have a judge and real lawyers, anybody that gets raped just needs to go to their local law-enforcement and bypass this pseudo make believe sexual harassment school rule. When somebody gets violently sexually assaulted or even just sexually assaulted, the perpetrator is a criminal. I need to face justice, even if the person is an adolescent.
