It takes place in the times after, its a three way power struggle between the Japanese, the Germans, and the Organizations of Free Nations (US, exiled UK, and a few former British protectorates) as the major powers. They are referring to Japan struggling with Vietnam much in the same way the French did with the Germans being analogas with the United states in that conflict.
