I think it's because Bill was lower in the social ranking of the group compared to Lenny and Micah was still a rookie in the group. It actually shows him trying to climb the ladder of the group and understanding who's above and under him.

Think Micah also understands that Arthur is at the top of the ladder excluding the leaders and hitting Lenny could risk a fight with Arthur who was at the height of his abilities at that time

That's not the case. Bill definitely outranks Lenny who's just a rookie, Bill has been there much longer than him and while he's ridiculed by the gang he's still a high ranking member being an all around capable fighter and the been there the longest out of the gunmen other than Dutch, Hosea, Arthur and John. As for Micah he immediately had Dutch's respect and was proven to be an experienced and capable outlaw, therefore be definitely outranked Lenny at this point too who was still a rookie.

He didn't punch Lenny because Arthur would of punched him back. Ch. 1-4 Arthur punching Mousecah once would cut the game down to about 3 missions total.

Because micah is still trying to ingratiate himself with Arthur and win him over during this stage of the game, and he probably knows that arthur and lenny have a kind of mentor/ younger older brother relationship which would result in arthur disliking him even more if he punched lenny. But micah still felt like he needed to prove himself as someone not to be joked about so he responded by punching the one he found least threatening. Thats just my opinion.

The purpose of the "useless" characters is to feel like we're more a family instead of an actual gang of crazies with nothing to lose, because RDR1 painted a pretty brutal picture of the Blackwater massacre, and call me soft, but I think it'd be a drag to play as an enforcer of a gang that did that with no regrets. Arthur and Hosea weren't present for the heist, and Micah stirred the pot by being with Dutch during it, convincing him to kill Heidi McCourt. Heidi is part of the reason the Pinkertons have such an interest in catching Dutch even before Cornwall hired them. Anyway, I like feeling like this group has redeeming qualities, and thankfully Swanson, Tilly, Mary-Beth, and others who survived went on to be successful. GTA is for the insane action, Red Dead's theme is redemption.
