In Spider-Man, Goblin was pretending to be hurt and not actually done. He just played it to get Tobey in the position for his glider attack. Even though Tobey's attacks Stunned him, Goblin didn't lose. Even in nwh, Tom couldn't hurt goblin bcoz he held back. After May died, Tom got the same Amp as Tobey and Goblin felt his punches but didn't lose. In both cases, amped spidey attacks hurt Goblin but he can counter well. He just stopped fighting back bcoz he wants them to cross the line.

Tom fought against member from the avenger in civil war, fought against Thanos and his army in Infinity War and Endgame only to get ragdolled in NWH by Goblin.
