Yes he is so Montague was the diesel and then he got put into a hybrid and his old body diesel version got changed into normal Toby and Toby doesn't remember

@@josephtrainonthetrackToby’s personality and psych is derived from the shell of montagues engine. Toby is physically (in terms of voice, face, and general shape) Tobias while having the personality of montague. Montagues consciousness however was transferred to the tank engine.
