I Think VP Sara just used rules of the said committee sent to her that only witness can take an oath. VP Sara was just using the technicality of the language used in the rule they sent , ands prior to the sec announcing, to take the oath, she mentioned also the OVP as resource person must take an oath. Thats when VP Sara question the technicality of the rule they sent. No mentioned about resource person must take an oath... cont..thats when Cong Arroyo countered with point of order regardibng witnessd/ /accudsed/suspect/ citing former Senator Santiago as ruled by supreme court decision that VP Sara needs a different gesar of protection as per privilge speech of vice chair is obviously "accusatory" making VP Sara as being accused of possible criminal offence such malversations of sunds.
