Personally i think the answer for that is quite simple... Todo is just REALLY quick. Remember that they are superhuman levels of physically enhanced, and Todo's technique is so simple that he depends mostly of his body strengthening for stopping power, so he really knows how to move. That is something it is subtly told in the fight, how Mahito despite his dangerous ability, isnt all that in a close fight against a opponent that knows how to move.

@@Alacaelum No I think they just forgot to animate a frame of him letting go of the blades and clapping, there isn't even a frame of him making any clapping motion at all

@ Well yeah, there is not a single frame there... but that is intentional, if you run the scene again and instead of trying to see, hear... there is a quick sound of a clap. It isnt a perfect scene conveying what it wants, but i do think it was very much intentional.
