That why civil servants and politicians must be forced to take a civil service exam. Then present a resume of leadership roles they have held with in the community. They must also have at least 20 or more character references. I would also make it mandatory that the applicant go before a confirmation committee. Comprising of 9. Three people to discredit the candidate. Three people to prove the candidate a capable leader. Then three people who shall remain neutral but will vote for or against the candidate. If it is a politician who seeks an elected office. They would only be able to run for office after the have taken the civil service exam and receive a thumbs up vote from the civil service committee. I would also add that only the candidates who scored the highest in the exam should only be allowed to run for office.

@@dubber1416 it's not just the fucking vests. It's the military vehicles, low profile cop cars, and their attitude towards the general public. Back a few decades ago all they had was a 6 shooter, radio, nightstick and handcuffs. You now have cops that are simply indistinguishable from soldiers. All that equipment they got on makes then think they are the good guys and everyone who isn't a cop is the bad guys. They've developed an us VS them mentality and it's all because we let them play dress up as soldiers. The used to be someone you can easily run to for help. Now they've effectively made it clear to everyone that they are the last person you ever want to fucking see. How about instead of spending more money on police than china's military budget why don't we fucking teach these assholes to de escalate situations instead? I've heard so many horror stories of people calling the cops on family members who were mentally ill and out of control and they end up dead and they always say "I will never call the police ever again". You are probably not too far off with that assessment. In order for the upper echelon of police administration to get to the levels they do over the course of 25 to 30 years, they typically spend very little time working in the lower ranks. This is especially so in a large department with many layers in the rank structure. A couple years as a patrol officer then a promotion to sergeant. A couple years as sergeant and then a promotion to lieutenant. So on, and so on. They don't get to spend any appreciable amount of time in the lower ranks doing the actual policing. They never get the road experience a veteran patrolman gets. They get moved up to being someone's assistant paper shuffler and spend the rest of their careers having very little clue what it's like to be on the street.

I have seen police wearing those vests interact with children, even in my church, and unless they acted intimidating with them, they didn’t see them any differently than anyone else, vest or no vest. The vests also work to prevent injuries and spinal damage overtime. So wearing their gear on their belt would not only do nothing to improve their image, but actually cause actual physical harm to them.

There’s a difference between “respect” and “forced respect.” This Capt catches me as: “because I said so” type of mentality. Not to mention how he forces his perspective probably because there is so much push back. “More bees with honey.” As far as tact vests being intimidating, that’s pointless. To me the main issue is green vs blue. When the modern police was founded in the late 1800s by Sir Robert Peel, he insisted that the bobbies (British cops) only wear shades of blue, dark blue, etc to differentiate them from the army, which wore red. I don't like it at all when I see cops in the US wearing green like they are in the Army. Wear whatever tac vest you want, but don't wear green. In a republic like the US, we should have a clear and solid wall between police (domestic) and army (foreign wars).

As a security officer that worked for a security company that got bought out by a bigger security company, and decided that the uniform needs to be "less tactical and provide a non threatening look to the public" by taking away the "scary vest" and the duty belt, I'd rather be intimidating looking than give a damn about what the public thinks. As long as I'm doing my job and the gear guarantees my safety then the argument ends there.

My first chief didn't allow tactical vests, either. The "shirt-style" carriers hadn't even been invented yet. He did allow us to wear external quilted carriers, which were very popular at the time. You never see those anymore. He also had a thing about pockets-cargo pockets, that is. He wanted you in slacks and that was the end of it. He allowed sap pockets, though. We actually carried saps in them ... but we weren't supposed to. He called them flashlight pockets, but we knew what they were for-saps & blackjacks & billies. Some of the guys would remove the patches from their uniform shirts and go "L.A. style," which just about gave the old man a stroke. He would start turning colors & bellow: "They're circumventing authority!" He retired & moved to Florida & bought a boat. Personally, I think cops look ridiculous nowadays & I don't know what the hell they use all that stuff for. I never carried a taser. My Freeze +P expired in 2001 & I never replaced it. ASPs are junk, so I carried a hardwood Monadnock straight stick ... and I carried a S&W Model 10 M&P .38 Special service revolver ... so there. Ya'll look like fucking astronauts, but whatever. We wore 8-point hats, too. And neckties.

Like a buddy of mine got arrested at the mall due to "public intoxication" after only drinking one beer from a restaurant that's inside the mall.all because the cop saw us laughing and having "too much fun" in the food court

As a rank and file patrol officer myself, I don't agree with everything that the Toledo Chief said, but I don't agree with everything you said either. Having been in the military most of my adult life and now having transitioned to a Sheriff's Deputy, I agree with the Chief that the militarization of our law enforcement is not what we should be moving towards. We are public servants first and foremost. When dealing with the public, perception is a very important thing, especially when we have to deal with some of these SWJ idiots. Now, it should NOT matter what we look like as long as we do our job well, but that is NOT the world we live in and protect. As for the 5 yo child that's gonna be intimidated by the 6'3" officer with a TacVest, I call bullcrap on that. No kid is gonna be scared by the positioning of the officer's gear, those 5 yo kids are gonna think that our gear is cool, so I agree, total cop out. However, the Chief made a good compromise with allowing the suspender system for the duty belts. Having used one in the military I can say that it accomplishes the same goal as the TacVest. And these comments about "I am the King"...the Chief hasn't said anything out of line. He works for the citizens of Toledo and the Mayor. The officers of the department work, in turn, under him. Basic Chain of Command. Assertion of Command is necessary at times to enforce good order and discipline. A good leader uses both assertion AND influence to guide those under him. The "because I said so" is sometimes part of leadership, though it should NOT be the only thing. Sorry man, but I don't see anyone bullying with this story. Keep up the great videos and stay safe out there!

But don't you think that kowtowing to the SJW's and (trying to avoid name calling) let's just say, those who have vested interests in hamstringing the police by claiming that police "scare" them (which we all know is a hustle) is making the problem worse? - I mean, I'm not a cop, but as an observer of human behavior who's been around over 50 years, it has always seemed to me that authority should be polite, civil and decent while also presenting as a force to be reckoned with, should one decide to offend society. -- I work with kids .... and nothing about the officers' equipment scares those kids because (at least in my neck of the woods) kids know cops are the good guys. -- And just because in some cultures, single moms raise their kids to hate and obstruct the police, instilling in them the preposterous notion that cops are racist murderers, out to abuse a badge, I don't think that's a good reason to reduce the options of an officer, all so he can seem less "intimidating." - I think it's safe to say that the presentation of law enforcement should be, "Hey, here comes a good guy, a defender of society and the peace ... but should I get out of line, he looks like he and the system that backs him up will swiftly and if need be, forcefully ensure that I don't get far with my decision to be anti-social. - Prioritizing a "disarming" look over effectiveness is, IMHO, just giving in to a very ideologically dangerous and sinister movement within society.

As a veteran myself, I'm not sure I understand what exactly the "militarization" of law enforcement is? Yes, appearance is important for community outreach. But the last the I checked the difference between LEO and military was what their job entailed, not what clothes they wore. The issue is not our appearance, it's the media painting cops who have more equipment on them than an old Rusty revolver and a shiny black hat as "militarized". Wearing a plate carrier or a molle vest isn't exclusively military. In fact, my hunting gear comes with molle. It's just an attachment system. I think it's a disservice to paint us as militarized off of little more than aesthetic.

@@redtra236 - I agree. I see it as just another hustle. If you work with horses, when they're getting to know you, they'll try to step into your space. If you move back and let them, that tells them they can test you. - Same in the human world.

@@2ManyNamesTaken Why don't the cops just follow orders blindly like they expect the rest of us to do? Why is there a culture of people who feel like the cops are just there to abuse their power, because they have been the victims of such power. Why do the police have to fill a quota of inmates in the jails and prisons? I hope that you do have "good cops" in your neck of the woods but in the numerous places that I have lived and videos that I have seen, the police abuse their powers and violate the peoples rights most of the time. Why do the cops, prosecutors and judges have immunity when they trample someones rights? I thought that we all had the same rights and equal protection under the law?

There are bigger issues to consider. The authorizing, equipping and use of tazers was first lobbied by police asserting they would only be used as alternatives to a firearm in use of deadly force incidences. Once they got tazers, they moved the goalpost and now use them as compliance tools.

Apparently the “chief” didn’t understand the acronym. Pass out some books so these people get an education. “MOLLE” is an acronym for Modular Lightweight Load-carrying Equipment. It is used to define the current generation of load-bearing equipment and backpacks used by a number of NATO armed forces, especially the British Army and the United States Army. They all have phones with the worlds largest encyclopedia at their fingertips. SMH...
