A toe is not a limb, arms and legs are limbs. The toe injury Jon had was his own doing. He rolled his foot during a stuffed take-down, snapping the bone in his toe and tore it mostly off which caused to be held on by a small patch of skin and tissue. Chael did nothing to his toe.

I agree with the analysis but I think you also need to appreciate Jon's awareness of his image in that moment. In the video, from that angle, if he allowed Tom to keep his hand there, he would appear that he was kind of bullied by Tom. Jon didn't know what he was going to say. Tom was super cool and apologetic but Jon could have looked real weak if Tom had other intentions and didn't have his hand removed.

So the best way to get him to agree to it would have been to say "I'll put my hand wherever I please, are you going to do something about it?" That would have made it personal and sold the fight, but instead Tom gave off "oh, I'm sorry champ, I didn't know any better, you don't have to fight me even though I have the interim belt, I'm happy to sit on ice while you fight Stipe and then retire so that everyone can view me as paper champ" energy.
