Six months pass after the events of Conviction. The "third echelon" was disbanded.
The terrorist organization Engineers has threatened the United States to stage a series of terrorist attacks, called a "Blacklist", if the United States does not withdraw its troops from all foreign bases. The US president personally appeals to Sam Fisher for help and creates a "Fourth Echelon", which is headed by Fisher himself, and his old combat friend Anna Grimsdottir becomes his assistant. The president informs Sam that this is the worst threat in the history of the United States and gives him the "Fifth Freedom", the freedom to defend the first four freedoms.
