How come the bells stop ringing as the train approaches the crossing then briefly start ringing again before the gates go back up?

They're ringing the whole time until the gates go up, you can't hear them because of the train passing by

No, it's how BNSF programmed them. They do shut off while the train passes. I railfanned this line the whole next day after this was recorded.

I almost wonder if the people who live along this line complained to BNSF about it (IIRC, most, if not all, of these crossings are already quiet zones).

The entirety of the BNSF Racetrack is a quiet zone. I'd bet some nearby residents complained.
