Ireland got North Ireland because of the Withdraw From Contested Territories focus in the Decolonization path of the focus tree after Great Britain did its focus to get a war goal on Ireland. This was fixed in one of the MTG patches soon after the DLC came out I believe.

When I got those achievements I took out the weak neighbors, double-teamed China with Japan, joined the Comintern, invaded Afghanistan, watched USSR get tag-teamed by Germany and Japan, took over the Comintern, crushed Japan, and had to naval invade Siam to end the war with the Co-prosperity Sphere.

I've tried out playing as Communist China myself now and I find it way more effective to just justify on Xibei San Ma and Shanxi immediately before they can build up an army, like that it's fairly easy to take over both before even getting to the focus that gives you annex wargoals! This means if you declare war on them, take all the land and then decolonize after the war, you will only decolonize northern Ireland

In my opinion, using the focuses to attack your weak warlord neighbours is not very efficient as ComChina. Especially in later patches, Shanxi spams so much infantry in '38/'39, but if you sucker punch them in '36 they will not hold their borders.
