If I install the voltage protector in the main distribution box and it cuts off both the live and neutral connections, will the IPS (Instant Power Supply) function properly during the delay after power restoration, given that the IPS needs a neutral connection to work?

I purchased this unit and when ever light goes and comes back after an hour this unit beeps every second ???? the delay function works properly and current is supplied after 10 second delay but the beep keeps going until I press the power on off button and no warning light is on just beeping any idea why this is happening?
