It's not easy to travel out of your country to attend a tournament that you might not win any prize money from. I believe Shadow X would definitely have made top 8, but the cost and logistics may not be worth it if you don't win 1st or maybe 2nd. Alot of people only keep up with US tournaments and EVO Japan. You never hear ppl talk about why an American or Asian player don't attend Mexican tournaments like Just Frame and Furia Tica.
