He goes back to the No Pixel DayZ (or was it Arma)RP server where Francis was Police Commissioner, which goes back many many years. Current Police Chief Bobby Smith got his start there. Vader started there, Sal started there. Sayeedblack aka Speedy started there. Worth a look on KZbin. Many many old videos still remain. No, he was told that if the criminal points the gun at the hostage he has to shoot them. Chatterbox does not point his gun at her the whole time and that is why they were talking and not shooting from the start. He only shot when the gun was directly pointed at the hostage.
