Excellent video. Although Google Cloud has many capabilities, I would choose Oracle Cloud for hosting a free WordPress website because of their provision of 200 GB storage, 1 GB memory, and an AMD processor under free tier.

If the tar file includes a copy of the database and your website files, in theory you could stand up the website by putting the files in a publicly accessible directory and executing the SQL file

BTW F1-Micro is no longer free. They changed it to e2-micro. otherwise its the same. They say "30GB disk" is free, but you are using 30GB disk + 10GB boot disk. do you know if disk has to be 20gb if boot disk is 10gb?
