1. not possible , you can use IFC to make a never saved Revit-File visible in a lower version, but there will be no option to save backwards in Revit for Families and Projects

If u r using Rvt 2018 or eirlier versions than that option is not available. it is included in Rvt 2019 or latest versions in dat u will levels setup in 3D view by default.. if not go to visibility grafics under annotations tab search for levels and chk that option
