One of the many things I love about these TWD villains is that even though they are all different, The one thing that they have in common is that they are all individuals that became corrupted by the madness of the apocalyse. A lot of them gave into the insanity such a world like that created and they let turn them pure evil!

That was great at first. But it became the cookie cutter mold for all villains much like the other aspects of the show. Like splitting the characters into groups and focusing on a different group from episode to episode until the end of the season when they had them all come together for the blow off of the angle

Negan has 200+ soldiers, and killed two of the best characters in the show. Terminus guys had all of them trapped in a shipping crate ready to slaughter them all and would have succeeded if not for carol. The whisperers had an entire army at their disposal and could have wiped Alexandria, hilltop and kingdom of alpha wanted to. If the governor showed up to fight Rick around season 5/6 It would’ve been a cake walk for Rick. But yeah go Walker heads in fishtanks!

The Governor became so powerful within two years of the outbreak, now imagine what terrible things would have happened if he had lived until season 11. The forgotten brother was the governor who turned Rick into a monster in season 5 😏 Some of the governor's scary actions that Negan and other groups were not even close to Slaughter all other communities without hesitation A room for torturing people (Andrea and Milton in the last episode of the third season) Confronting and humiliating Maggie in front of her husband Cutting off people's heads and putting them in the aquarium Madness and excessive madness that led to the massacre of his own people In season 4 he easily killed two people and became the leader of the group Killing an innocent person like Hershel in front of his daughters suffocating Rick, and if it wasn't for Michun, Rick wouldn't be there now 😏 It doesn't matter how big the saviors are; The reason why the saviors are terrible is because of people like Simon and Negan​@@marksullivan6923

I think the Governor should've been number 1 for most dangerous! Negan has empathy, and actually does right by his own people. The Governor on the other hand was a cold-blooded killing psychopath, who manipulated people by playing a character, but then showing his true self without the mask when alone, and then once people got a chance to see him for what he was!

Governor is better than Negan. Negan is a awesome character, and was a great bad guy to start with, but The Governor was downright evil, and a much more brutal bad guy, as he was constantly brutal. Negan, as nasty as he could be, could be reasoned with, where as The Governor never could be reasoned with. Top two indeed, but needs to be vice versa.

IMO, the AMC series neutered The Governor's potential. I understand there were limitations in effect when translating the GN's to the AMC series, but his potential to be as bad as the GN version was not utilized to its full potential. Negan and Alpha were an accurate translation but The Wolves were underused as well. TAINTED MEAT!! 😂

If anything, Rick and the rest of his people were actually haunted by people like the Governor, the Terminus people, and Negan. And even after Rick was gone, the rest of his people who were still alive had to deal with everything the Whisperers and the Commonwealth put them through.

Misleading title, in no way is Gregory more "dangerous" than any of those honorable mentions. Troy isn't more dangerous than the CRM, not even close. And despite a meh arc, where are the Reapers? They are more dangerous than half of this entire list. The title should be "Top 10 Best Walking Dead Villains", even though I dunno who Teddy in Fear is, gave up after season 3 of that show.
