@vlastermaster maybe you have the reason, +5 on block, Counter Hit Launcher, a lot of Reach and fast is also very strong. Although, a good player predicts the QCB 1 can launch him, where Incinerator, you can only punish with Jabs on the wall, otherwise it's pretty much safe. It also does a decent amount of Cheap Dmg

I would agree law's 1,1 in prior versions but since now the second jab doesnt jail anymore, you can duck and punish him if you are aware enough as Knee does (a 13f while standing punish is more viable to use since the second jab comes out really fast and might interrupt you), i find Hworang's 2,4 RFS cheaper. A little correction, Dragunov's sneak 4 does not forces crouch your opponent on block even if it looks like if they are, Dragunov ends up in a crouch state after performing the kick tho, still one of the best moves in the game.
