Rue definitely deserves to come back and she was featured in a short on Fortnite’s KZbin channel last year so it’s clear Fortnite doesn’t have an issue with her and they’ve also brought back her pickaxe a few times as well but what’s weird is that she’s not allowed in locker bundles. Granted that was back in 2020/2021 so it might’ve changed by now but people want different skins in their bundles. Hopefully when she gets Kick support that she’ll be able to return in the future at some point.

It's true she's on the locker bundle blacklist, but that is not the same thing as a total item shop blacklist. For example holiday and collab cosmetics are also blacklisted from locker bundles but those items can return if the conditions are met, or if Epic themselves feel like it. That's what's happening with Rue, they prevent creators from bringing it out and potentially starting controversy, at the end of the day the decision of when she returns is solely up to Epic

All speculation but: If i had to guess with reflex its probably due to IP and ownership issues. Nvidia use 'Reflex' (the word) in a lot of their tech stuff like nvidia reflex low latency and the whole themes and colouring of the skin is nvidia related so id guess that, unlike some other exclusive skins that are just reskins (royal bomber/raptor, fate/glow, honor guard/burnout etc) so it seems more so nvidia comissioned a fully unique skin set that fit their brand. When it did come back for 24 hours or whatever it was, there was probably some issues between epic and nvidia in which epic negotiated for the full rights to own pivot and angular axe (so that the instinct skin wasnt a skin with no matching glider and pickaxe) whilst nVidia kept reflex's rights and compensated their customers with the stealth style variations. I'd argue its unlikely its gonna come back as either epic would have to get the full rights from Nvidia OR nvidia would have to run another reflex bundle collaboration. I think this purely as if nvidia literally own the skin and have full rights to it then its identical to the gaming legends series of skins where a mutual agreement between both parties is needed. However, unlike with gaming legends skins where the collab is done to either bring players of other games to fortnite from that game or bring players of fortnite to that game, or how icon series is to bring players to their media/music etc. No one is going to see reflex in the itemshop and go 'yeah time to buy a graphics card' which means there is absolutely no benefit to nVidia unlike an exclusivity deal where you buy the other companies product and get a bonus in fortnite. We've also got to realise that nvidia of 2025 compared to nvidia of 2019 is astronomically different in terms of their revenue, market cap ($144 billion in 2019 compared to $3.28 Trillion in 2025...) Theres not really any value in rereleasing a collaboration between epic and nvidia now like there was when they were mainly a gaming focused company. TLDR: Think reflex skin is owned exclusively by nvidia. Speculate nvidia and epic negotiated a deal to give up pivot and angular axe so instinct could have a full set after the cosmetics all returned in the itemshop. If nvidia own the skin, putting it in the itemshop again has no benefit to them (no one sees skin and go nice now ima buy a gpu worth 100x the amount of the skin) it would have to be as an exclusive skin anyway hence why I think a deal giving Nvidia ownership/exclusivity rights was made. unlikely nvidia care to bring it back as theyre worth over $3trillion compared to $144billion in 2019 and have a poor track record of aiming to please the average consumer whilst they've also switched their direction to A.I related technology rather than majorly focusing on consumer tech.

@ some item shop skins were given LEGO styles without LEGO shop assets, like Rue and Cole (who only got assets when he returned with Clix’s bundle). I’m not saying it will, but it’s a possibility!
