Probably because (in the west) very few people gave a damn about them at the time, so limited numbers were distributed and sold. Most kids parents never had the luxury of potentially wasting a lot of money on something they'd never heard of, instead they'd go for something solid like Crash Bandicoot or Gran Turismo or something

Collectors gonna collect! You don't think people buy games to play them, do you? Well, some do. But many do not. They want to own a copy just for the prestige of owning it, which is fair enough.
