It's a down year for the Big Ten when Ohio State, Penn State, and Michigan are the only good teams. That's kind of how it is every year with that one hit wonder team. Edit: Forgot to mention that I love that Kansas is on the rise, we're looking for an 2007 year for the Jayhawks

I don't think the Big Ten is going to have many down years with the new additions. It's a weird mix, they have a lot of elite teams, but also a lot of trash ones.

Minnesota is another team with a fascinating history. In the 8 year stretch from 1934 to 1941 they won 5 national championships. (That included a legendary game against Pitt, where Minnesota wore Pitt down and rallied in the 4th quarter to win 13-7.) So if NCAA Football had been around back then they'd have about a 99 OVR. (Minnesota has the third-most Big Ten championships: the only two teams with more are Ohio State and Michigan.) They then dropped off the radar for a few decades until a revival under Glen Mason. Jerry Kill and P. J. Fleck have kept a certain level of success going. They're not five-national-championships-in-eight-years good anymore, but they're still a solid program.

Indiana *was* good once... if they had made "NCAA Football 1969", based on 1967 results and anticipated 1968 performance, Indiana would have had about a 95 overall rating. They made the Rose Bowl in 1967 and were very competitive against #1 ranked USC.

6-7? Soft non-conference schedules. 81? There's a over 120+ teams. When you average the players out teams are going to have a tight distributions considering most players rank around 65-80.
