I was kinda expecting Dr.Maki from Kamen Rider 000 to appear on this list, his nihilistic and sociopathic personality and cruel deeds, combine with his awesome suit after he got the dinosaur Greeed medal from killing Kazari made him a good villain. As well as Eternal from the Kamen rider W movie, his frankenstein like origin and hunger for a place in history are really interesting imo. As well as Daguva from Kamen Rider Kuuga, he and the whole Gurongi tribe are probably the closest they ever got to a serial killing cult if you think about it, combine that with his badass design to the fact he will kill his own tribe and with the fact that he liked to mess with kuuga and try to turn him into a killing machine is what makes such a great villain.
