Can that FMD app turn on mobile data and location of the lost phone if the those are already turned off. If that's possible then this will be godsend and the thing I always wanted. The google find my device won't work if it's offline and won't track current location, if location is turned off.

It's pretty self-explanatory if you go along the installation path. When you reach the point of entering the keys below that is a prompt - "needs some help" and if you click it, it will take you to the website where you can do the necessary steps to get the API key.
