Amber did not call emergency services, she was on the phone with her brother in jail on a recorded line. Whenever she hitchhiked she made it a point to call somebody and be on the phone with them so she felt safe. So that recorded call was not emergency services, it was a recorded jail call.

Ambers call was Not to Emergency services but to her brother’s jail- detention centre. It was late at night & it’s thought she called them knowing it would go straight to voicemail & would save a recording of her last known whereabouts ❤ 😢😢😢

Amber Tuccaro's call was NOT to 'emergency services', it was a routine call with her brother who was imprisoned at the time, hence as all inmate calls r recorded, it was luck that meant she had been on a call with him at time she was realising her captors folly.
