Well that’s the thing, those are all basic usages of it. The fruit was made for doctors so it’s very easy to find those abilities. His stamina is close to nothing so he can barely use the fruit, he can manipulate anything within his space, so why not go bigger? Thought experiment: Crocodile IS an awakened DF user. He told Luffy, that one can evolve his DF powers, hinting at awakening. And what is one of his major moves? Sucking moisture out of the environment, aka influencing the outside of his body, turning it into the element his DF is based on. He was using awakend powers from the Start, we just never got it explained.

I agree with this whole list, but especially white beard. He literally became the strongest man there was (once Rodger died) but still used his fruit cautiously. He always had to be careful of friendly fire, damage to the surrounding area, etc. Even in marineford he was old, sick, and still managed to fight a good fight while being cautious. You can’t tell me he wasn’t cautious because if he wasn’t he would’ve taken out his allies and people he didn’t want to take out.

Although truth be told, Chopper's fruit differs from any other zoan, as he was never ever capable of reaching full zoan form (unless he doesn't have the regular hito hito, but an ancient caveman, or mythical yeti versions, though him keeping his blue nose points in the direction of him just not being able to get into full zoan form), and his hybrid makes no sense for what we've seen in mammal zoans (and I clarify "mammal" because both spider fruits have weird hybrids, though Black Maria was recently confirmed to have played with the chemistry of her transformation, same as Chopper, but we have no such confirmation for Onigumo), and all of that even before he met Hiruluk, way before he developed the rumble balls, which probably only happened under Kureha's tutelage. Zoan awakenings are said to bump even further the user's endurance and regeneration, as well as power, and with Chopper we see only a power increase, with a heavy decrease on the other 2 factors. In fact, Monster Point drains his endurance so much that he is rendered useless after leaving it, and he only has a limited time access to the form, while awakened zoans can stay in this 4th form they get for as long as they want.

Kind of astonished Brook didn't make this list. Unless he falls into the "what is actually happening?" removed-from-consideration group. He took essentially a simple one-up mushroom and turned it into full soul mastery. He can touch and control other entities' souls. Because of this, he was the only fruit user to have any direct effect against Big Mom's powers on WCI. His detached soul ability allows him to be perfect for reconnaissance and infiltration since he can pass through walls, and we've seen that used to great effect many times already. He's managed to bring a freezing attack to his arsenal because of his soul coldness or something. He manages to be incredibly useful and powerful despite being a very-fragile physical entity by using all his talent in the right ways. I feel like he's got to be something like: USG: 9, INT: 8, CTY: 10, MTY: 9. And, yes, I do mean Mastery = 9, because I'm pretty sure you've speculated yourself, Mr. GLR, that he's potentially awakened his fruit, which isn't hard to believe given how far he's taken it.

I've realized something relatively recently storyline wise. It has been present through the entire series, but it just finally clicked end of Whole Cake Island arc for me. Luffy often comes off as an idiot, but that's not actually, or at least not entirely true. Luffy is a cloudcuckoolander. He's actually of average or even slightly above average intelligence, he just doesn't focus on or pay attention to the things most would equate intelligence to. This is most apparent in his battle genius but that is by no means the only example. One that is more subtle is Luffy's ability to lead and draw people to him, making allies in the most unlikely of places. He instills confidence in people. A true idiot couldn't achieve this, people would always be hesitant and second guessing. A good example of this is Law in the more recent chapters. Despite pointedly declaring he isn't working for Luffy, he really has been to some degree since late Punk Hazard. Law went in to that alliance expecting to lead Luffy. That never happened and instead Law, a very intelligent guy, found himself caught up in the way the Strawhats do things and relying on Luffy quite a bit. Luffy's sheer power of will and conqueror's haki also point to a higher intelligence as that level of self assurance without interfering ego only comes from introspective and emotional intelligence. Other's doubting or questioning Luffy doesn't phase him, yet he never underestimates anyone. One final example is more specific but interesting nonetheless. Luffy motivated Momo to take charge and gain the support of the prisoners in Udon by acting dumb and somewhat bullying knowing full well it would make Momo take a stand. Luffy purposely manipulated another into a position of taking charge because he knew Momo was the one they would listen to. In my opinion Luffy really isn't that dumb.

I once read about an SBS where Obama said if Enel was a pirate, he would have a bounty of around B550,000. He probably rated high on the list, but I can't see him being higher than 40. 30 at the most. And when you consider that the only Logias to make the list were Crocodile, Kuzan, and Sakazuki, just being a logia isn't enough to rank high. I would rate his Usage as a 6, Creativity as a 7, Intelligence as a 5 and Mastery as a 6. That puts him at 24/40 or 60/100.

Sorry but this one of those list that I have to disagree with many details, especially in how they were rated. For example: -Law: Not using an ability of his devil fruit, should not take away points for Mastery. In fact knowing when and when not to use your powers, is part of mastering it. If anything he should get points for not using it recklessly Croc: For intelligence, he should loose points, because not being ready to counter the one weakness to your fruit, isn't very intelligent. Hopefully he has learned by now. Chopper: I agree, he is so underated! But also he should loose some points for mastery, because he still can't freely go into those forms (at least monster point). Full mastery of his fruit, will be when he is able to do it on his own, just like he did with the other forms (plus no time limit, and terrible after effects). I have much more examples, but this are just some..
