I participated in bird rescue when there was an oil spill in our area and yes, we used Dawn detergent to get the oil off of the feathers. However, Dawn also strips the natural oil off of the feathers, thus taking away the buoyance. We had to wait 3 weeks before some of the birds could float and be released back into the wild.
