Very bad circuit design, with 12 volt supply and the voltage ref conducting the LED would have 200 ma and almost certainly blow, it should have 20 ma at most, There is NOTHING limiting the charge current though the transistor to the battery being charged, Without going into too much detail, this is a very bad circuit, Dont use it, Danger anyway one looks at it. BAD design, Bad.
