There's a rule in Melodifestivalen that Swedish song-writers need to be involved in writing every entry to qualify. Few other broadcasters seem to have similar rules, and in general it seems more important that the singer is a local. Which I get, since they are who the audience sees, but out of every rule that gets copycatted from Melodifestivalen to Eurovision I think this would be one of the best ones. Foreign song-writers can be involved (especially since it's such an international business these days), but I think it would be nice to have a rule in place that at least one song-writer needs to be a citizen of the country in question. Could give newer (especially pop) song-writers a chance against the more established names.

Sweden has a rule in Melodifestivalen that songs entered must be co-written by at least one Swedish composer to be allowed to compete, so Swedish entries always have at least one Swedish composer involved (and in reality nearly always completely Swedish teams). They have no such rules about singers though, and as we've seen MF has included participants that aren't even Swedish residents. Some broadcasters seem to have the opposite rule - or at least have it as an unofficial rule - that they want the singer to be a local (resident or citizen), but it doesn't matter as much where the song composer is from... that's an interesting difference.
