It’s semantics. Persians (Iranians) refer to it as such. Historically when oil was discovered in the region, it was first discovered in Iran. Western nations frequented the region a lot and as a result that gulf became known as the “Persian Gulf” Certainly, it had always been known as the “Arabian sea or Arab Gulf” to the Arabs.
