"Fighting the ship" is the last thing that SWOs get taught, if ever. Seamanship/Airmanship get one block on an officer's fitness report and all the other evaluations pertain to leadership and management. The Navy needs to break the SWO community away from engineering and management and into deck watches and CIC exclusively. Aviation has historically farmed a lot of the non-tactical duties to senior enlisted and warrant officers. Surface needs to take an example.
