It is a song about two people in a relationship. The relationship is unhealthy and he describes it as a surfing metaphore: he wants to surf but there are so many factors to take into account (the right bay, the current, direction of the wind, place of the moon) that it's hard to begin, even if the sea want's him to "surf" her. That is the first verse :D
